Exploring a More Responsive Approach to Cleaning

Like many leading facilities management providers, JPC by Samsic is continually looking for ways to improve operational efficiency while maintaining exceptional service standards.

Traditionally, cleaning contracts have been delivered using input-based schedules, where cleaning frequencies are agreed as part of the contract specification. However, actual building usage rarely follows a predictable pattern. Some washrooms experience significantly higher demand than others, while quieter areas may receive unnecessary repeat visits.

Working alongside Flexicount, JPC by Samsic explored how real-time occupancy data could support a more responsive, output-based approach to cleaning, enabling teams to deploy resources based on actual demand while continuing to meet contractual service standards.

Before rolling the solution out across an entire 45-storey commercial office building in West London, a pilot was undertaken to demonstrate the operational benefits.

Before

Fixed Schedules Could Not Reflect Changing Washroom Demand

Cleaning frequencies followed the agreed contract specification, but supervisors had limited live visibility of how demand varied across the building.

Before introducing Flexicount, JPC by Samsic identified opportunities to make cleaning deployment more responsive to actual building usage.

Cleaning schedules were primarily driven by the agreed input specification rather than live demand. As a result, busy and quieter washrooms could receive the same cleaning frequency despite significant differences in occupancy throughout the day.

Supervisors had limited visibility of washroom usage between scheduled visits, making it difficult to identify unexpected peaks or determine whether cleaning resources were being directed to the areas where they could add the greatest value.

Rising labour costs also increased the importance of deploying teams efficiently, while JPC by Samsic wanted to demonstrate innovation through a more measurable, evidence-based approach to service delivery.

Fixed Cleaning Frequencies

Schedules were based on the agreed input specification.

Uneven Building Usage

Busy and quieter facilities often received the same service frequency.

Need for Stronger Evidence

The team wanted technology to support measurable service delivery.

Limited Live Visibility

Supervisors could not easily see changing washroom demand.

Pressure on Labour Efficiency

Resources needed to be focused where they created the greatest value.

The challenge was not to replace contractual cleaning schedules, but to complement them with trusted demand data.

The Operational Intelligence Approach

A Scalable Pilot Built Around Real Building Usage

PRACTICAL INNOVATION

Using live occupancy signals to change when cleaning intervention was required.

Flexicount worked with JPC by Samsic to measure occupancy, identify demand patterns and test how live data could support cleaning deployment.

Flexicount was designed to complement contractual cleaning schedules with live demand data, rather than replace agreed service standards.

The pilot used wireless occupancy sensors across selected washrooms to establish usage patterns, identify peak periods and highlight areas receiving comparatively low levels of use.

Live dashboards and automated alerts gave supervisors visibility of activity throughout the day and notified teams when agreed occupancy thresholds were reached.

The findings were then used to align cleaning activity more closely with actual demand while maintaining contractual service standards.

Automated Demand Alerts

Anonymised Usage Data

After

A More Responsive, Evidence-Led Cleaning Operation

Real-time occupancy data gave supervisors clearer visibility of washroom demand and helped cleaning activity align more closely with actual building usage.

Following the pilot, JPC by Samsic was able to complement its contractual cleaning schedules with real-time occupancy data.

Lower-use washrooms could be identified as receiving unnecessary repeat visits, while busier facilities could receive additional attention when demand increased. Live occupancy alerts also enabled supervisors to respond more quickly to unexpected peaks in usage.

The pilot analysis indicated that the approach could deliver a positive commercial return even after the Flexicount platform cost, while also improving operational visibility and cleaning responsiveness.

The results gave JPC by Samsic the confidence to deploy Flexicount throughout the full 45-storey office building.

Demand-Led Cleaning Decisions

Cleaning activity could respond more closely to actual washroom usage.

Faster Operational Response

Supervisors received alerts when agreed usage thresholds were reached.

Full-Building Rollout

The solution was expanded across all 45 storeys.

Fewer Unnecessary Visits

Lower-use facilities could be identified through occupancy data.

Potential Labour Optimisation

Pilot analysis identified opportunities to improve daily profitability.

The pilot demonstrated how occupancy insight could improve cleaning deployment without compromising contractual standards or service quality.

From Fixed Frequencies to Better-Informed Cleaning Decisions

The pilot demonstrated how trusted occupancy data could help operational teams deploy resources more intelligently and respond more effectively to changing demand.

The pilot showed that real-time occupancy data could successfully complement traditional cleaning schedules by giving JPC by Samsic a clearer view of how washrooms were actually being used.

Rather than relying solely on predetermined frequencies, supervisors could identify areas receiving comparatively low levels of use, recognise periods of higher demand and make more informed decisions about where cleaning resources could add the greatest value.

The project also demonstrated how live alerts and usage analysis could support a more proactive service model, helping teams respond before standards declined or complaints arose.

Following the successful pilot, Flexicount was rolled out across the entire 45-storey office building, providing a scalable foundation for smarter, demand-led cleaning.

The project showed how facilities management and cleaning companies can move beyond purely input-based schedules towards a more responsive, evidence-led service model.

Smarter Cleaning Through Real-Time Insight

"Flexicount has transformed the way we manage our cleaning operations. By using real-time usage data and sensor-driven insights, we’re able to deploy our teams more effectively, reduce unnecessary cleaning and respond proactively to demand through live alerts. The result is a smarter, more efficient service that improves compliance and enhances client satisfaction."
